Former President of the Instituto Paraguayo de Derecho Bancario. 

Consultant for the World Bank and the International Finance Corporation. 

Active participation in the drafting of important legislations and financial regulations, as well as in matters of guarantees, capital markets, and others. 

Member of the Governing Council of UNIDROIT, which elaborates important regulation in financial and private law matters.

Former Consultant of the International Monetary Fund. 

Former legal adviser of the Agencia Financiera de Desarrollo (AFD) and former legal consultant at the establishment of the Agencia Financiera de Desarrollo (AFD). 

Former legal advisor of the Corporación Andina de Fomento (CAF).

Worked in financial law with foreign firms, such as Clifford Chance among others. 

Served as Advisor to the Central Bank in the intervention of several banks and financial entities in times of crisis in the sector. 

Served as legal advisor to Solventa, an important risk qualifying company in the country. 

Co-author to the main text used at universities on Banking Law. 

Co-author of the first book in subjects of Stock Exchange and Fiduciary Law.

Member of the Inter-Juridical Committee of the Organization of American States (OAS), and Expert in the High-Level Group on International Commercial Arbitration of the OAS.

Rapporteur of the OAS Guide on the law applicable to international commercial contracts.  

Delegate before the Special Commission of the Hague Conference on International Private Law that approved the organization’s “Principles” on the law applicable to international contracts. 

One of the two Latin Americans of the fifteen experts who were part of the Working Group of the Hague Conference on International Private Law that approved the organization’s “Principles” on the law applicable to international contracts.

A former Dean, he is currently a Professor in both undergraduate and graduate courses in Paraguay and a graduate Professor at Heidelberg University in Chile and at París Pantheón-Assas University. He has also been invited as a graduate Professor to the Externado University of Colombia and to the University of Buenos Aires, among other institutions. 

Speaker at diverse seminars and events in the country, the region, North America, Asia and Europe. 

He has been awarded the Rosalba Medal by the Secretariat of the Permanent Tribunal of Revision of the MERCOSUR, for his work on international law. 

Author and co-author of several books and legal articles published in Paraguay, Argentina, Brazil, Chile, Colombia, Uruguay, Peru, Mexico, Italy, United Kingdom, , China, the United States of America and Spain on arbitration and international contracts, foreign trade, investment, normative unification and harmonization, legislative technique, banking, stock market, and private law.

Senior Correspondent for UNILEX. linked to the Rome Institute (UNIDROIT).
