Member of Annulment Committees at the International Centre for Settlement of Investment Disputes (ICSID).Member of the Permanent Court of Arbitration (PCA), and active arbitrator before the mechanism. Former Member of the Arbitration Court of the International Chamber of Commerce (ICC) and of the International Chamber of Commerce Arbitration Commission. Member of the Court of Arbitration for Sport (CAS), in the general and football lists. Delegate at the 39th Session of the United Nations Commission on International Trade Law (UNICTRAL), at which the amendments to the Model Law on International Commercial Arbitration were approved. Lecturer at The Hague Academy of International Law on the topic “Investment Arbitration and Private International Law.” Author and co-author of several books and legal articles published in Paraguay, Argentina, Brazil, Chile, Colombia, Uruguay, Perú, the United States, England, Italy, Spain, France, and China on arbitration and international contracts, foreign trade, and foreign investment, among other subjects. Author of a book on Applicable Law and Arbitration published in Paraguay, Brazil (in Portuguese), Perú, Colombia, and Spain. Co-author of the main book in Spanish on the 2010 amendments to the UNCITRAL Arbitration Rules. Member of the UNIDROIT Governing Council (that approved the 2016 version of the UNIDROIT Principles with rules for long-term commercial and investment contracts) and President of the UNIDROIT Working Group on the topic of Agricultural Land and Investment Contracts. Member of the Inter-Juridical Committee of the Organization of American States (OAS), and Expert in the High-Level Group on International Commercial Arbitration of the OAS. Rapporteur of the OAS Guide on the law applicable to international commercial contracts. One of the two Latin Americans of the fifteen experts who were part of the Working Group regarding The Hague Principles on Choice of Law in International Commercial Contracts. Further, he acted as a representative before the Special Commission of The Hague Conference of Private International Law in charge of drafting the instrument on the Applicable Law to International Contracts. Enlisted as Arbitrator at the Arbitration Centre of the Paraguayan Chamber of Commerce, the Mixed Commission of the Río Paraná (COMIP), as well as the Inter-American Commission of Commercial Arbitration (CIAC), the AMCHAM Perú, the Chamber of Commerce of Lima, the Regulatory Unit of Services and Water of Uruguay and of the Arbitration Center of the Bolivian Chamber of Hydrocarbons and the Chamber of Industry, Commerce, Services, and Tourism of Santa Cruz, Bolivia (CAINCO). Member of the International Bar Association (IBA) “Recognition and Enforcement of Arbitral Awards Subcommittee” in the subjects of public policy and arbitrability. Collaborator of the Observatorio Permanente sobre el estado del arbitraje en América Latina, un proyecto desarrollado en el ámbito de la Asociación Latinoamericana de Arbitraje (ALArb). He has been awarded the Rosalba Medal by the Secretariat of the Permanent Tribunal of Revision of the MERCOSUR, for his work on international law. Coordinator of the Latin American Arbitration Conference (CLA), organized yearly in Asunción, Medellín, Buenos Aires, Punta Cana, Curitiba, Miami, La Paz, Cusco, and Montevideo. Coach of the teams of the Faculty of Law of the Universidad Nacional de Asunción since 2009 in arbitration competitions organized by the U. de Buenos Aires and the U. del Rosario de Bogotá, the Vis Moot in Vienna, and the Foreign Direct Investment International Arbitration Moot (FDI Moot). Arbitrator in Lima, Perú, at the arbitration competition’s final between the U. de Buenos Aires and the U. del Rosario de Bogotá (2014). Arbitrator in Montevideo, Uruguay, at the arbitration competition’s final between the U. de Buenos Aires and the U. del Rosario de Bogotá (2017). Invited to serve as arbitrator in arbitration competitions in Vienna, Madrid, Buenos Aires, Washington, Bogotá, Montevideo, and Lima. Delegate before the Organization of American States for the VII International Private Law Conference (CIDIP VII). A former Dean, he is currently a Professor in both undergraduate and graduate courses in Paraguay and a graduate Professor at Heidelberg University in Chile and at París Pantheón-Assas University. He has also been invited as a graduate Professor to the Externado University of Colombia and to the University of Buenos Aires, among other institutions.
