Brief Resumé – Foreign Investment Law and Arbitration 

Masters in Law Degree from Harvard University, specialized in foreign investment and international commercial transactions.

Member of Annulment Committees at the International Centre for Settlement of Investment Disputes (ICSID).

Member of the Permanent Court of Arbitration (PCA), and active arbitrator before the mechanism.

Lecturer at The Hague Academy of International Law on the topic “Investment Arbitration and Private International Law.”

He has been awarded the Rosalba Medal by the Secretariat of the Permanent Tribunal of Revision of the MERCOSUR, for his work on international law. 

Member of the UNIDROIT Governing Council (that approved the 2016 version of the UNIDROIT Principles with rules for long-term commercial and investment contracts) and President of the UNIDROIT Working Group on the topic of Agricultural Land and Investment Contracts. 

Former Member of the Arbitration Court of the International Chamber of Commerce (ICC) and of the International Chamber of Commerce Arbitration Commission. 

Member of the Inter-Juridical Committee of the Organization of American States (OAS), with a project on the applicable law to investment arbitration in an exploratory phase.

Delegate at the 39th Session of the United Nations Commission on International Trade Law (UNICTRAL), at which the amendments to the Model Law on International Commercial Arbitration were approved.

Head of the project of the reorganization of the Paraguayan normative in matters of investment and commerce, which consolidated over 1500 laws, decrees, law-decrees, and resolutions, in co-organization with the Legal Advisement of the Presidency of the Republic of Paraguay and the Universidad de Buenos Aires with their project of “Digesto”. The project is currently extending to the areas of mining and energy. 

Director at Altra Legal (www.altra.com.py), with an important client base among which there are industries, transnational companies, investors in natural resources and others. 

Among his clients from the past there are companies such as Newmont Gold Company of the United States, which is one of the most important miners in the world. He has also advised clients in the electric sector.

Served as Consultant in the UMBRAL-USAID Program for the Strengthening Project in the Process of Public Contracting. 

Served as “ad honorem” Legal Advisor to the Ministry of Foreign Affairs of Paraguay, in matters of Public International Law related to the National Boundary Commission. 

Served as Consultant to the Inter-American Development Bank (IDB) for diverse programs since 1993, among them are programs related to the Mining and Energy sector of the Ministry of Public Works and Communications, to the Strengthening of the Democratic Institutions, to the Reform of the Public Banking, to the Financial Development Agency, to the institutional strengthening of the MERCOSUR and the Consolidation of the Regional Market, among others.  

One of the two Latin Americans of the fifteen experts who were part of the Working Group regarding The Hague Principles on Choice of Law in International Commercial Contracts. Further, he acted as a representative before the Special Commission of The Hague Conference of Private International Law in charge of drafting the instrument on the Applicable Law to International Contracts. 

Author and co-author of several books and legal articles published in Paraguay, Argentina, Brazil, Chile, Colombia, Uruguay, Peru, United States, England, Italy, and Spain on arbitration and international contracts, foreign trade and foreign investment, among other topics. 

Author of a book on Applicable Law and Arbitration published in Paraguay, Brazil (in Portuguese), Perú, Colombia, and Spain. 

Co-author of the main book in Spanish on the 2010 amendments to the UNCITRAL Arbitration Rules.

Enlisted as Arbitrator at the Arbitration Centre of the Paraguayan Chamber of Commerce, the Mixed Commission of the Río Paraná (COMIP), as well as the Inter-American Commission of Commercial Arbitration (CIAC), the AMCHAM Perú, the Chamber of Commerce of Lima, the Regulatory Unit of Services and Water of Uruguay and of the Arbitration Center of the Bolivian Chamber of Hydrocarbons and the Chamber of Industry, Commerce, Services, and Tourism of Santa Cruz, Bolivia (CAINCO).  

Member of the International Bar Association (IBA) “Recognition and Enforcement of Arbitral Awards Subcommittee” in the subjects of public policy and arbitrability. 

Speaker at diverse seminars and events in the country, the region, North America, Asia and Europe. 

Coordinator of the Latin American Arbitration Conference (CLA), organized yearly in Asunción, Medellín, Buenos Aires, Punta Cana, Curitiba, Miami, La Paz, Cusco, and Montevideo. 

Coach of the teams of the Faculty of Law of the Universidad Nacional de Asunción in the Foreign Direct Investment International Arbitration Moot (FDI Moot).
